Commission on Agriculture and Rural Development Elects New Officers

Lansing – During today’s regular meeting of the Commission on Agriculture and Rural Development, the members elected new officers for the 2012-2013 year.

Commissioner Charles Velmar Green of Elsie was elected chair replacing Don Coe of Traverse City; Commissioner Bob Kennedy of Auburn was elected as vice chair; and Commissioner Diane Hanson of Cornell was elected secretary. Coe will remain a member of the five member advisory body along with Commissioner Trever Meachum.

“I appreciate these individuals accepting new positions on the Commission as they have provided outstanding leadership in the food and agriculture industry,” said Keith Creagh, director, Michigan Department of Agriculture and Rural Development (MDARD). “Their experience and understanding of the industry will enhance our ability to meet the needs and challenges as Michigan agriculture continues to grow in the global marketplace.”

The Director and Commission also recognized Don Coe for his vision and leadership as chairman of the Commission over the past year.

Green is a dairy farmer and owner of Green Meadows Farms in Elsie.

Kennedy is Vice President of Operations and General Manager of Auburn Bean and Grain Company in Auburn. Auburn Bean and Grain is a family and locally owned agronomy business established in 1970.

Hanson is owner/operator of Hanson Farms in Cornell. Hanson Farms is a family run 1,200 acre farm producing seed potatoes, alfalfa, and oats.

The Michigan Commission of Agriculture and Rural Development is a bipartisan body appointed by the Governor to provide oversight and policy direction for MDARD’s programs and approve the rules and regulations the department promulgates.

State Designates 10-mile Radius Cattle Testing Areas

in Northeast Lower Michigan

10-mile circle areas to be established for cattle testing

LANSING – The Michigan Department of Agriculture and Rural Development (MDARD) today announced the establishment of a “Potential High Risk Area” around three different Presque Isle County deer taken during the 2011 hunting season. The free-ranging white-tailed deer were recently confirmed by the Michigan departments of Natural Resources and Community Health to be bovine Tuberculosis (TB) positive. As a result, any cattle and bison farms within a 10-mile radius around where the deer were harvested must complete testing for bovine TB in the next six months.

“The U.S. Department of Agriculture awarded Modified Accredited Advanced status to Presque Isle County in 2011 because the cattle industry has controlled the spread of disease by testing, using electronic ID, and risk mitigation practices. These are all important components of keeping that status,” said MDARD’s State Veterinarian Dr. Steven Halstead. “By designating a ‘potential’ high-risk area, we are saying we want to make sure, through testing, that the disease has not spread from deer to cattle.”

MDARD will be contacting producers to schedule whole-herd bovine TB tests before calving starts and/or after calving is over - whichever time is least stressful for the animals. A town hall meeting will take place at the following location to discuss the circle testing:

Since the bovine TB eradication effort began, the state’s 1.2 million cattle have been tested for the disease. U.S. Department of Agriculture moved 57 counties in the Lower Peninsula to TB-Free Status, moved Presque Isle into the Modified Accredited Advanced Zone with Antrim, Charlevoix, Cheboygan, Crawford, Emmet, and Otsego counties, and merged the Modified Accredited Zone to the counties with the highest risk of bovine TB in cattle to Alcona, Alpena, Montmorency, and Oscoda.

State Seeks Grant Proposals to Promote Agricultural Products

Submission deadline is March 12, 2012

LANSING, Mich. – The Michigan Department of Agriculture and Rural Development (MDARD) is seeking grant proposals for the United States Department of Agriculture's (USDA) Federal-State Marketing Improvement Program (FSMIP) offering federal matching funds for the food and agriculture industry.

“By leveraging federal and private resources, these competitive grants allow the continued growth of Michigan's $71.3 billion food and agriculture industry,” said Keith Creagh, MDARD director. “We encourage Michigan food and agriculture organizations to take advantage of this opportunity to explore new options as they compete in the global market.”

FSMIP funds a wide-range of projects that address barriers, challenges, or opportunities at any stage of the marketing chain including direct, wholesale, and retail. Proposals may involve small, medium, or large scale agricultural entities but should potentially benefit multiple producers or agri-businesses. Proprietary proposals that benefit one business or individual will not be considered.

Eligible agricultural categories include livestock, livestock products, food and feed crops, fish, horticulture, viticulture, apiary, and forest products and processed or manufactured products derived from such commodities.

Reflecting the growing diversity of U.S. agriculture in recent years, FSMIP has funded projects dealing with nutraceuticals, bioenergy, compost, and products made from agricultural residues.

State Agricultural Recruitment System Helps Ag Employers Find Seasonal Labor
Program aims to remove barriers and help farmers locate skilled workers

LANSING – The Michigan Department of Agriculture and Rural Development (MDARD) and the Workforce Development Agency (WDA) for the State of Michigan are partnering to promote the Agricultural Recruitment System (ARS), designed to help agricultural employers find interested and available workers including migrant and seasonal labor. Through ARS, Agricultural Employment Specialists with the WDA help locate and refer workers to meet the labor needs of Michigan’s agricultural employers.

“The goal of this program is to remove some of the red tape, making it easier for farmers to locate and hire migrant and seasonal workers and get their products into the marketplace,” said Belen Ledezma, Director of Migrant, Immigrant and Seasonal Worker Services for WDA. “ARS is a valuable tool for helping Michigan’s agricultural employers find the workers they need, and I encourage those who haven’t used it before to take advantage of the opportunity.”

ARS offers three types of assistance to help employers find workers within the United States. These include:

Local Job Order: used to find workers within 65 miles of the job site.
Intra-State Clearance Order: used to find workers within Michigan.
Inter-State Clearance Order: used to bring in workers from other states.

Intra- and Inter-State Clearance Orders require the employer to provide no-cost migrant housing licensed by MDARD. Employers using the ARS must also comply with applicable federal and state laws on wage rates, health and safety compliance.

“MDARD works hard to ensure Michigan’s seasonal and migrant workers have access to good living conditions through our migrant housing inspection program,” said Mark Swartz, MDARD Resources Conversation/Migrant Labor Section Manager. “There are 4,400 migrant housing units in Michigan and we inspect them all on an annual basis.”

Job orders can be canceled without cost to the employer up to 10 days prior to the date of employment. If the order is not canceled within the 10 days, and the employer fails to notice the out of area workers, the employer will be required to pay one week of wages. This requirement can be waived due to weather conditions or natural disasters. Agricultural Employment Specialists can help write a job description to minimize employment risks associated with crop loss, crop damage, and late or early harvest conditions.

“One common misconception is that employers need to pay for workers’ travel when using this type of employment assistance, but that is not the case.” said Ledezma. “Covering some travel costs may help entice a worker to travel in order to work for you, but it is not a requirement for participating in the program.”

To receive assistance in finding workers, employers should contact the Agricultural Employment Specialist (AES) stationed at Michigan Works! One Stop Service Centers in Adrian, Bay City, Dowagiac, Fremont, Holland, Ionia, Lapeer, Ludington, Paw Paw, Shelby, Sparta, and Traverse City.

“The local AES will help draft a detailed position description and job posting information tailored to meet specific employers’ needs,” said Ledezma. “A well-crafted description helps the staff provide employers with quality referrals.”

The AES will first refer available and interested local workers who meet the qualifications on the posting. If no local workers are available, the AES will use the ARS system to locate workers from other areas within the state, as well as workers from other states utilizing One Stop Offices throughout Michigan and around the country. By working cooperatively with One Stops in other states, Michigan is better able to meet the workforce needs of its agricultural employers.

Michigan’s 17 AES serve an estimated 14,000 migrant and seasonal farmworkers each year. In the past, state AES have traveled to Texas to promote Michigan’s agricultural industry, and have successfully attracted workers to Michigan to help ease labor shortages within the state.

Livestock and Dog Owners Gain Ability to Protect Animals

Management authority over wolves in Michigan has been officially returned to the Department of Natural Resources, putting the state’s Wolf Management Plan into effect, the DNR announced today.

The U.S. Fish and Wildlife Service’s decision to remove wolves in the western Great Lakes region from the federal endangered species list became official today. The Great Lakes region includes Michigan, Wisconsin and Minnesota. Wolves remain a protected, nongame species in Michigan, but state management will afford more options when dealing with wolves preying on livestock or dogs.

“Delisting is a victory for the state and for Michigan citizens who have been affected by this issue,” said DNR Director Rodney Stokes. “The state’s healthy wolf population is a reminder that Michigan still has places where wild animals such as wolves can live and thrive. Fully implementing the state’s Wolf Management Plan will allow us to more effectively respond to problem wolves, while maintaining a self-sustaining wolf population and increasing social acceptance of the species as a whole.”

The DNR will continue to recommend nonlethal methods of control as the first option for residents. However, in cases where nonlethal methods are not working or are not feasible, state officials will now have greater flexibility to use lethal means to remove problem wolves when appropriate. In addition, Michigan residents will be able to legally protect their livestock and dogs if an animal is being attacked by a wolf.

The Michigan Legislature passed laws in 2008 to allow livestock or dog owners, or their designated agents, to remove, capture, or, if deemed necessary, use lethal means to destroy a wolf that is “in the act of preying upon” (attempting to kill or injure) the owner’s livestock or dog(s). These state laws took effect Jan. 27, 2012.

Livestock or dog owners who use lethal means to destroy a wolf must observe the following guidelines:

1. Report the lethal take of a wolf by calling the Report All Poaching (RAP) hotline at 800-292-7800 no later than 12 hours after the lethal take.

2. Retain possession of the wolf until a DNR official is available to take possession. A DNR official will respond to the scene within 12 hours of notification.

3. Do not move or disturb the dead wolf. The only exception to this rule is if a wolf has been killed in the act of preying upon livestock and leaving the wolf in place would impede normal farming practices. In that case the wolf may be moved to a secure location once photographs are taken of the wolf and the area where lethal means were used.

“Although lethal control methods are now legal in certain circumstances, wolves remain a protected species in Michigan and no hunting or trapping season is in place,” said DNR Law Enforcement Division Chief Gary Hagler. “The DNR will investigate and continue prosecution of any wolf poaching cases.”

Illegally killing a wolf is punishable by up to 90 days in jail, a $1,000 fine, or both, and the cost of prosecution. Suspected poaching violations may be reported 24 hours a day, seven days a week to the DNR’s RAP hotline at 800-292-7800.

Michigan Department of Agriculture and Rural Development Announces Specialty Crop Grant Opportunity

Proposals due to MDARD by March 9, 2012

LANSING, Mich. – Michigan Department of Agriculture and Rural Development (MDARD) Director Keith Creagh today announced new opportunities for Michigan businesses thanks to the Specialty Crop Block Grant Program through the United States Department of Agriculture (USDA) Ag Marketing Services. The program is designed to enhance the competitiveness of Michigan’s specialty crops. Grant proposals must be received by MDARD no later than March 9, 2012.

“This grant program provides a unique opportunity for our state’s specialty crop producers to enhance their profitability by expanding their domestic and international markets,” said Creagh. “Specialty crops play a vital role in the diversity of our agricultural economy and these federal grants help provide additional consumer access to locally-grown Michigan specialty crops. These funds also help improve the quality and availability of these products so our specialty crop industry remains competitive while growing Michigan’s economy.”

The grants, ranging from $10,000 to $75,000, enhance the competitiveness of the state’s specialty crops, including, but not limited to: research, promotion, marketing, nutrition, trade enhancement, food safety, food security, plant health programs, education, increased knowledge and consumption, increased innovation, improved efficiency and reduced costs of distribution systems, environmental concerns and conservation, product development, good agricultural practices, good handling practices, and good manufacturing practices.

Eligible applicants include non-profit organizations, local, state, and federal government entities, for-profit organizations, and universities. The organizations must be legal entities recognized by the IRS, and applicants must reside and/or conduct their business or organization in Michigan. Applications should demonstrate how the project will potentially produce measurable impacts for the specialty crop industry as a whole; and not-for-profit to a specific product, single organization, institution, or individual.

Michigan Exporter of the Year Applications Are Being Accepted

Application Deadline is March 12, 2012

LANSING, Mich. - The Michigan Department of Agriculture and Rural Development (MDARD) began accepting applications today for the Michigan Agriculture Exporter of the Year Award. The award designates a Michigan company on the basis of its application as the company who is most strongly pursuing international markets and working to increase export sales.

"Our state’s food and agriculture companies are producing innovative products showcasing the diversity and quality of our commodities while delivering safe and healthy products to both the domestic and international markets,” said Keith Creagh, MDARD director. “Michigan’s high quality agricultural and food products are helping our state compete in the global marketplace and expand into new trade markets."

Michigan has a growing food and agriculture export industry, and the Michigan Agriculture Exporter of the Year award recognizes those companies making sustained, significant contributions to that growth. Michigan’s agricultural exports reached $1.75 billion in 2010, increasing more than 10 percent from 2009.

To be eligible for the award, a company’s products must be over 50 percent grown, processed, or manufactured in Michigan. Any company with products meeting those qualifications is invited to apply on the basis of their Michigan production facilities. Companies which have received the award in the past; and that have continued to expand into new markets or increase export sales, are invited to apply five years following their initial award.

The Michigan Agriculture Exporter of the Year application requests information about a company’s international marketing activities and export history as well as growth in exports for the past year.

Last year, the Michigan Agriculture Exporter of the Year was awarded to Cherry Central, Inc., of Traverse City. Cherry Central was recognized for continued growth in export sales to a wide swathe of countries, even after many years of export success.

Cherry Central President Richard Bogard said, “This award helped strengthen and expand our export business and also showed the seriousness, importance and viability of Cherry Central to our export customers.”

Nominations for the award must be received by Monday, March 12, 2012. Self-nominations from companies are encouraged. A panel of various representatives will review applications and present recommendations to the MDARD Director for a final selection. The top exporter will be recognized at an event to be announced at a later date.

Three-Year Bovine TB Risk Mitigation Project a Success

Conservation Districts & Staff Recognized for TB Efforts at Statewide Convention

Lansing – The Michigan Department of Agriculture and Rural Development (MDARD), in collaboration with the United States Department of Agriculture (USDA) Wildlife Services (WS), and four Michigan Conservation Districts (CDs) have successfully reached their three-year goal of protecting Michigan cattle farms in the highest risk areas for bovine Tuberculosis (TB).

The $3.6 million project is a combined effort between Michigan’s cattlemen, local conservation districts, state and federal government agencies, and Michigan State University Extension to aid producers with their risk mitigation methods in northern lower Michigan.

“Wildlife Risk Mitigation Plans are required in order for farms to sell cattle without follow-up testing. These plans use fencing and other management techniques designed to keep wild white-tailed deer, which are known reservoirs for bovine TB, from contaminating feed and water sources on cattle farms in Northern Lower Michigan,” said Dr. Rick Smith, MDARD’s Wildlife Risk Mitigation Program (WRMP) Coordinator. “We were pleased to learn the Alpena Conservation District and staff received special recognition for their outstanding efforts in delivering the Wildlife Risk Mitigation Project,” Smith said. “We could not have accomplished our goal of implementing the WRM Initiative on Michigan cattle farms without their help.”

The Alpena Conservation District (CD) and staff accepted the awards during the Michigan Association of Conservation Districts Annual Convention awards banquet on December 8, 2011. Alpena Conservation District’s Randall Mellberg and Emily Sewell, TB Conservationists in the Alpena CD office, were specifically recognized for their outstanding contributions to the development and implementation of WRMP in the state.

“We’re extremely appreciative of Randy and Emily’s contributions; and those of all the Conservation District staff,” said Pete Butchko, Michigan’s USDA WS State Director. “Working together works!”

Wildlife Risk Mitigation was an initiative of both USDA Wildlife Services and MDARD in early 2003. Pilot projects conducted by USDA’s scientists on cervid facilities and cattle farms in northern Michigan found that tools such as fencing, hay storage units, and the use of dogs lowered the risk of disease transmission. MDARD began the official sign-up program in 2009, and since then nearly 900 cattle producers have participated in the Wildlife Risk Mitigation Project to assess their on-farm risks and complete biosecurity plans. Ninety-four percent have become risk mitigated.

In addition to completing risk assessments and biosecurity plans, Mellberg and Sewell have facilitated the construction and cost-sharing of 65 feed security hoop barns and a handful of fencing projects in Alpena, Alcona, Montmorency, and Presque Isle counties. To date, livestock producers have accessed more than $1.2 million in assistance funding, and have invested an additional $401,000 of personal funds in improvement to farm biosecurity.

Earlier in 2011, Michigan U.S. Senator Debbie Stabenow secured $1.5 million in funding for cattle producers in 11 counties (Alcona, Alpena, Antrim, Charlevoix, Cheboygan, Crawford, Emmet, Montmorency, Oscoda, Otsego, and Presque Isle) in the Northern Lower Peninsula through the USDA Natural Resources Conservation Service (NRCS) Environmental Quality Incentives Program (EQIP). Producers match these funds with 25 percent of their own money.

Additionally, Kenneth Parsons, a Conservation Technical Assistance Initiative (CTAI) Specialist in the Alpena CD office; and Kenny Papes, a CTAI Engineer in the Otsego CD office, were recognized for their efforts to significantly increase the number of producers signing up for federal EQIP funding.

Parsons and Papes completed their work associated with the TB Initiative/EQIP sign-up under short deadlines. The efforts provided financial and technical assistance to cattle producers with the implementation of conservation practices and strategies designed to reduce the spread of Bovine TB. Enrollment in EQIP has helped cattle producers move toward becoming Risk Mitigated and in maintaining their market access.

Conservation practices funded with Bovine TB Initiative/EQIP funds include: brush management, cattle access control, cattle trails and walkways, fencing, forage harvest management, heavy use area protection, pasture and hayland planting, prescribed grazing, roof runoff structures, stream crossings, underground outlets, water pipelines, water tanks, waste facility cover, waste storage facilities, wells and windbreaks. All of the $1.5 million in funding was allocated; and 87 livestock producers’ EQIP contracts were approved for implementation. Some conservation practices were completed in 2011 and others will be completed in 2012.

The 14,000 cattle producers in Michigan, which maintain 1.2 million beef and dairy animals, benefit from the Bovine TB Eradication and Wildlife Risk Mitigation Programs because transmission of the disease is prevented, thus allowing access to national and international markets. In 2011, 57 Lower Michigan counties joined the Upper Peninsula in obtaining Bovine TB-Free Status.

Trever Meachum, of Hartford, appointed to Michigan Commission of Agriculture & Rural Development

LANSING, Mich. - Gov. Rick Snyder today announced the appointment of Trever Meachum to serve on the Michigan Commission of Agriculture & Rural Development.

The five-member commission provides oversight and executive direction for the programs of the Michigan Department of Agriculture & Rural Development.

“Trever has held multiple public service positions within the food and agriculture industry and brings valuable insight and background to the commission and department as it works to promote and protect one of our state’s key industries,” Snyder said.

Meachum is the production manager of High Acres Fruit Farm in Hartford and owns a 1,000 acre fruit, vegetable and cash crop farm with his parents and brother. He also serves as the secretary for the Hartford Township Planning Commission and as board clerk for the Hartford Federated Church. He is chairman of the Michigan Apple Research Committee and finance chair of the International Fruit Tree Association. He is a member of the Michigan Agricultural Cooperative Marketing Association (MACMA) Board of Directors and MACMA Apple Committee.

Meachum will serve a four-year term expiring Dec. 31, 2015, and replaces Jennifer Fike. The appointment is subject to the advice and consent of the Senate.

Michigan Ranks in the Top 10 in the Nation for Winter Farmers Markets

LANSING, Mich. – For the first time ever, Michigan has made the top ten list for the number of winter farmers markets held in the state. Farmers markets operating at least once between November and March are considered winter farmers markets. Michigan ranks 10^th nationally, with 33 winter farmers markets, a 58 percent increase from the 19 winter farmers markets that operated in Michigan in 2010. New York topped the list with 180 winter farmers markets, up from 152 in 2010.

The winter market top ten list was announced last week by the United States Department of Agriculture (USDA). USDA’s National Farmers Market Directory shows that since 2010, the number of winter markets has increased 38 percent nationwide, from 886 to 1,225. These winter markets account for nearly 17 percent of the nation's 7,222 operating farmers markets. Other states to make the top ten list of winter farmers markets were: California (153 markets), Pennsylvania (78 markets), North Carolina (73 markets), Ohio (50 markets), Maryland (48 markets), Florida (46 markets), Massachusetts (43 markets), and Virginia (40 markets).

"The demand for locally grown food continues to increase," said Michigan Department of Agriculture & Rural Development Director Keith Creagh. "Through winter markets, consumers are able to buy local products year-round, and farmers are able to bring in additional income to support their families and businesses in what has traditionally been a slower time of the year for many farm businesses."

The expanded use of hoop house technology, which has enabled many smaller growers to extend their production seasons at low cost, has been a contributing factor to the growth of winter farmers markets. Hoop houses allow growers to produce locally grown products for longer time periods and in colder climates.

“Dollars spent at area farmers markets are more likely to stay in Michigan, which helps strengthen our local economy, increases access to fresh and nutritious fruits and vegetables, benefits our communities and reconnects us to our agriculture roots,” Creagh added. “Buying locally also provides an opportunity to meet the people who feed us and learn how our food was grown and produced.”

It’s no secret that Michigan’s food and agriculture businesses have continued to be a force for economic stability over the years. It’s also no secret that our state’s infrastructure system has not kept pace with our needs as we look to further expand the industry. Our crumbling roads and bridges, coupled with a lack of high-speed internet in areas of the state and the increasing need for rail capacity, is hindering Michigan’s ability to compete in the national and international marketplace.

Michigan is a state whose agricultural roots run deep, and when paired with our manufacturing history, makes us positioned to play a key role in the state’s economic reinvention. But, those efforts will be hampered without a sound infrastructure, which is why the Michigan Department of Agriculture and Rural Development (MDARD) is working hand in hand with the Michigan departments of Transportation and Technology, Management, and Budget, the Michigan Economic Development Corporation, the Michigan Agri-Business Association, Michigan Farm Bureau and other stakeholder groups in discussing strategic options on what is needed to move Michigan forward.

As part of Governor Snyder’s special message on infrastructure, he discussed the need for a comprehensive strategy to help Michigan modernize, including: roads, rail, broadband, regional wastewater facilities, and more. By taking a comprehensive approach, we will be able to identify the improvements necessary to enhance our ability to move agricultural commodities both within the state, across the United States, and internationally. For example, with Canada as our largest trading partner – the country represents more than 60 percent of our exports generating $769 million in economic activity in 2010 - there are boundless new trading possibilities by building the New International Trade Crossing which could lead to business expansion and job growth.

National and international trade moves by air, rail, truck, or ship, and at any point may change to a different mode. With Michigan being strategically located between Chicago and Montreal, freight flowing to any part of North America could logically and economically flow though Michigan. So, when you consider the growing demand for food and goods due to estimated world population growth and nearing the completion of the enhancements to the Panama Canal, world trade will continue to move through the eastern coast of North America. Deep water ports like Halifax want to handle more of that volume and looking to move that into the U.S. through Michigan ports of entry.

In 2009, more than 42 million tons of agricultural products valued $37 billion moved throughout Michigan, of which 90 percent was by truck and 9.6 percent by rail. The biggest movements of Michigan products include sugar beets in the Saginaw Bay area, dry beans from the thumb region, and corn and wheat throughout the lower region.

The food and agriculture industry is a robust, high tech industry that will undoubtedly serve as one of Michigan’s (and the nation’s) foundations to our long-term, sustainable economic recovery. Now is the time to remodel and invest in Michigan’s infrastructure in both our urban and rural areas through a network of federal, state, local and private partnerships; using an integrated approach that considers roads, rail, broadband access, regional wastewater facilities, transportation aggregators, and alternative energy sources. This long-term investment will undoubtedly yield positive dividends for businesses, residents, and communities for the future.

LANSING – Enjoying Michigan’s bountiful selection of Thanksgiving fare is a tradition shared by many families each year. Today, Michigan Department of Agriculture and Rural Development (MDARD) Director Keith Creagh encouraged consumers to have a Pure Michigan Thanksgiving by buying Michigan food and agricultural items when preparing for their annual traditional feast.

“Much of the traditional Thanksgiving fare is grown or produced right here in Michigan, including turkeys, potatoes, apples and pumpkin pie with ice cream, plus a wide variety of fine wines and microbrews to complement your favorite recipes," said Creagh. "By choosing locally grown and processed foods you are supporting those businesses who call Michigan home. I’m asking everyone to join me in giving thanks for our state’s bountiful food and agriculture products this holiday season by buying Michigan.”

Because local products spend less time traveling to the dinner table, selecting Michigan-made and grown products helps ensure the freshness and nutritional value of a meal. Buying local products also supports local farmers, communities, and the state’s economy.

Michigan wineries produce several styles of wine that complement the traditional Thanksgiving feast. A semi-dry Riesling or Pinot Grigio will pair well with slightly sweet components of the meal like sweet potatoes and cranberry sauce. A drier Riesling will go perfectly with any turkey stuffing.

In addition to choosing Michigan products, it’s critical that families follow these quick tips to ensure a safe and delicious Thanksgiving meal:

Turkey Preparation Tips

• Stuffing a turkey is not recommended for optimum safety.

• Pre-stuffed frozen turkeys shouldn't be thawed before cooking. Closely follow package directions. Using a meat thermometer, the temperature at the center of the stuffing must reach a minimum of 165°F.

• If buying a fresh turkey, be sure to purchase it one or two days before cooking.

• Never defrost food on countertops, use a refrigerator or cold running water.

• A thawed turkey should only be refrigerated for one to two days. (For every five pounds of turkey, allow about 24 hours of thawing time in a refrigerator or cold running water.)

• Using a meat thermometer, the temperature of the whole turkey should reach a minimum internal temperature of 165° F in the innermost part of the thigh and wing and the thickest part of the breast.

General Safe Food Handling Guidelines

• Start with the basics - always wash hands with warm, soapy water for at least 20 seconds before, during and after handling food.

• Use separate utensils, cutting boards and serving dishes for raw and cooked foods, and wash thoroughly with warm, soapy water before re-using.

• Never leave perishable food out of the refrigerator for more than two hours.

• Keep cold foods cold and hot foods hot.

LANSING, Mich. – The Michigan Department of Agriculture and Rural Development (MDARD) announced a new grant opportunity to enhance Michigan’s aquaculture industry. Proposals must be received by MDARD no later than 5 p.m. on Friday, December 9, 2011.

The request for proposal provides a unique opportunity to help grow the state’s aquaculture industry by working with project partners and the selected grantee to develop a guide that will assist individuals interested in developing, building, processing, and marketing a new or existing aquaculture facility in Michigan.

The grant proposal should not exceed $100,000; preference will be given to Michigan entities. Eligible applicants include non-profit organizations, local, state, and federal government entities, for-profit organizations, and universities. The organizations must be legal entities recognized by the IRS.

The partners supporting this effort include Michigan Farm Bureau, Michigan Department of Natural Resources, Michigan Department of Environmental Quality, Michigan Aquaculture Association, The Herrick Foundation, and Michigan State University.

Michigan Fruit Growers Encouraged to Complete USDA
Fruit Acreage Inventory

LANSING – Today, Michigan Department of Agriculture and Rural Development (MDARD) Director Keith Creagh encouraged the state’s fruit growers to complete the 2011 Fruit Acreage Inventory being conducted by the United States Department of Agriculture’s (USDA) National Agricultural Statistics Service (NASS).

“The fruit industry plays an important role in meeting our goal to increase the economic impact of the food and agriculture from $71.3 billion to $100 billion in five years,” said Creagh. “The last Fruit Acreage Survey was conducted in 2006. It is critical for the funding of university research and extension programs and federal grants available to Michigan producers and commodity organizations as well as other food and agriculture based businesses to have access to current statistical information.”

Survey forms were mailed to USDA’s database of Michigan fruit growers in early October. Assistance in completing the survey is available from USDA staff by calling (800) 453-7501.

The results of the 2011 Fruit Survey will be available in November 2012 and will provide a summary of the fruit acreage in Michigan and the varieties that have been planted.

Funding to conduct the survey is provided through the federal Specialty Crop Block Grant program, administered by MDARD. The goal of the program is to increase the competitiveness of specialty crop industries, which includes fruit, vegetables, herbs, bedding plants, maple syrup and other crops.

LANSING – Today, the Michigan Department of Agriculture & Rural Development (MDARD) announced its annual survey results for the emerald ash borer (EAB). In 2011, surveys were conducted in the non-quarantined counties of the western Upper Peninsula (U.P.), which included Baraga, Dickinson, Gogebic, Iron, Menominee, Marquette, and Ontonagon counties; and the southern portion of the quarantined county of Houghton. The survey showed no new EAB infestations.

“The movement of EAB-infested firewood is the number one way that the insect has artificially moved throughout the state,” said Gina Alessandri, MDARD’s Pesticide and Plant Pest Management Division Director. “So, when you are out enjoying Michigan’s recreation activities, please buy your firewood from a local source near your destination.”

Through a partnership with the Dickinson, Houghton/Keweenaw, and Marquette Conservation Districts, staff installed and inspected more than 2,000 baited panel traps. Although EAB remains active in several areas of the U.P., the pest has yet to be detected within the extensive ash resource of the western UP. Locations with active populations include Brimley, Calumet/Laurium, Garden Corners, Munising, Sault Ste. Marie, and St. Ignace.

Additionally, MDARD conducted EAB surveys on Beaver Island; and at a suspect location in and around Newberry in Luce County - neither of which revealed any infestation.

The ban on moving non-coniferous (hardwood) firewood from the Lower Peninsula in to the U.P. remains in effect. Through a collaborative effort with the Michigan Department of Natural Resources, there is a firewood disposal operation located in the Mackinaw City Welcome Center so travelers with firewood can dispose of it before crossing north over the Mackinac Bridge. Also, hardwood firewood cannot be moved from the quarantined counties of the U.P. into the non-quarantined counties of the UP.

The DNR continues to have a Director's Land Use Order in effect banning the possession of ash firewood on all DNR managed lands anywhere in the state. The ban is in place for all State Parks & Campgrounds, State Forests & Campgrounds, Recreation Areas and Game Areas and helps to reduce the artificial spread of the emerald ash borer, establishment of new infestations and damage to the ash resource.

Hunters hoping to bag a whitetail deer this firearm season may be breaking the law if they are bringing hardwood firewood from home to their hunting camps. Hunters are reminded to not move hardwood firewood this hunting season to help stop the spread of the EAB

“Hunters are urged to use local sources of firewood, burn all they purchase, and not take any unused firewood back home or to their next location,” said Alessandri. “EAB and numerous other invasive pests hitchhike on firewood. This is a simple way people can help us preserve our forest landscape for future generations to enjoy.”

EAB, an exotic beetle native to Asia, is responsible for the death or damage of approximately 30 million ash trees throughout Michigan. EAB larvae live and feed undetected beneath the bark of ash trees, making any piece of ash firewood a potential vehicle for the accidental transport of the insect. Firewood that may appear un-infested could be carrying EAB larvae under the bark.

Individuals or businesses found violating the state’s EAB quarantine are subject to fines ranging from $1,000 to $250,000 and jail time of up to five years for moving regulated materials, including firewood.

Don't Get Tricked on Halloween! Handle Treats and Party Foods Safely

LANSING – The Michigan Department of Agriculture & Rural Development is reminding residents to take precautions and follow safe food handling tips to keep kids and party guests safe this Halloween.

"By following quick trick-or-treat tips, parents are making sure their little monsters and princesses are going to be eating safe treats," said Kevin Besey, Michigan Department of Agriculture & Rural Development, Food and Dairy Division Director. "It’s also important to make sure the foods you serve at your Halloween get-togethers are handled safely to prevent foodborne illness.”

Parents should follow these quick trick-or-treat tips:

Tell children not to accept, and especially not eat, anything that isn't commercially wrapped. Avoid eating homemade treats unless you know the cook well.
When children bring their treats home, discard any home-made candy or baked goods. Parents of young children should also remove any choking hazards such as gum, peanuts, hard candies or small toys.
Inspect commercially wrapped treats for signs of tampering, such as an unusual appearance or discoloration, tiny pinholes, or tears in wrappers. Throw away anything that looks suspicious.
Parents should wash all fresh fruit thoroughly and inspect it for holes, including small punctures. Fruit should be cut open before allowing kids to eat it.
Some Halloween treats may trigger allergic reactions. Read the complete label and ingredient list of products before interpreting it is safe for all to eat.
To help prevent children from snacking while they're out trick-or-treating, and before parents have inspected the treats, give them a snack or light meal before they go.
If juice or cider is served to children at Halloween parties, make sure it is pasteurized or otherwise treated to destroy harmful bacteria. Juice or cider that has not been treated will say so on the label.
As always, proper hand washing is essential to food safety. Remind kids to wash their hands before eating.
Remember, when in doubt, throw it out!

And, if your Halloween celebration includes a party, remember: Halloween is spooky enough without having foodborne bacteria crash the party. The Partnership for Food Safety Education offers these safe food tips for Halloween:

When whipping up Halloween treats, don't taste dough and batters that contain uncooked eggs.
Scare foodborne bacteria away by keeping all perishable foods chilled until serving time.
At serving time, keep hot foods hot and cold foods cold.
Throw away any perishable leftovers at the end of your party that have been kept at room temperature for more than two hours.

Schools and licensed daycare centers must notify parents prior to applying pesticides

LANSING – Michigan Department of Agriculture and Rural Development (MDARD) officials today reminded all parents and guardians of their right to be notified prior to the use of pesticides on school and licensed daycare center property and the need for school officials to implement an integrated pest management (IPM) program if pesticide applications are made indoors at these facilities.

IPM uses all suitable techniques in a total management system to prevent pests from reaching unacceptable levels or to reduce existing pest populations to acceptable levels.

“One of the main objectives of IPM is to reduce any potential risk of pesticide exposure to children attending Michigan’s schools and licensed daycare centers,” said Gina Alessandri, MDARD’s Pesticide and Plant Pest Management Division Director. “The only pesticides exempted from notification are sanitizers, germicides, disinfectants, antimicrobial agents, or baits and gels.”

The school or licensed day care facility administrator is responsible for providing annual, written notification of pesticide application information to parents or guardians. For schools, notification must be provided within 30 days after the beginning of the school year; for licensed day care centers, notification must be provided in September.

Schools or daycare centers must provide a 48-hour advance notice prior to a pesticide application. Annual notification of pesticide applications shall include designation of the commonly-used primary entrances at which posting of pesticide application information is required. The notice must be posted at entrance doors, and then a second notification can be made by one of the following methods:

Posting in a public, common area
E-mail
A telephone call (direct contact with a parent or guardian or a message recorded on an answering machine)
Providing students with a written notice to be delivered to the parent or guardian
Posting on the school’s or daycare center’s website

Parents or guardians also have the right to request to be notified by first-class U.S. mail. The notification must be postmarked at least three days before the application.

IPM program and notification requirements ensure all Michigan’s schools and licensed daycare centers are maintaining the highest standards for pesticide safety.

1000th Verification for the Michigan Agriculture Environmental Assurance Program

Shiawassee County Farm Recognized by Environmental Program

LAINGSBURG, Mich. - Interest in Michigan's voluntary, proactive program for assuring effective land stewardship practices on farms is growing, announced Michigan Department of Agriculture & Rural Development (MDARD) Director Keith Creagh. The Michigan Agriculture Environmental Assurance Program (MAEAP) is recognizing Lee Sesquicentennial Farm, in Shiawassee County, as the 1000th verification.

"The Lee Family and all Michigan MAEAP verified farms are a symbol of the commitment to our state's long-term agriculture economic success and environmental safeguarding," said Creagh. "I applaud Lee Sesquicentennial Farm for their proactive steps in assuring effective land stewardship practices."

To become MAEAP verified, farmers must complete three comprehensive steps which include attending an educational seminar, conducting a thorough on-farm risk assessment, and developing and implementing an action plan addressing potential environmental risks. MDARD conducts an on‑farm inspection to verify program requirements related to applicable state and federal environmental regulations, Michigan Right to Farm guidelines, and adherence to an action plan. When completed, the producer receives a certificate of environmental assurance.

"It gives me a great sense of pride to be able to say that Lee Farms is MAEAP verified. Getting to this point has been a real educational experience. I would like to thank the staff members from the Shiawassee Conservation District and the Natural Resources Conservation Service for all the time and effort they have spent working with me to help identify and address the environmental risks on our farm. It was a lot of hard work and dedication, but knowing that my farm is environmentally sound makes it all worthwhile," said Larry Lee.

Michigan's Conservation Districts play an important role in MAEAP by providing local assistance to those interested in assuring that their farm is environmentally sound. Michigan Conservation Districts work closely with farmers to identify environmental risks and offer technical assistance and conservation planning to address those risks.

MAEAP is a collaborative effort of producers, MDARD, Michigan Department of Environmental Quality, Michigan Farm Bureau, commodity organizations, Michigan State University, conservation groups, and other state and federal agencies. More than 150 local coordinators and technical service providers are available to assist farmers as they move through the MAEAP process toward verification.

"MSU Extension educators have been working with farmers since the beginning of the program to make sure they are armed with all the knowledge necessary to keep their farms environmentally sound," said Tom Coon, director of Michigan State University Extension and co-chair of the MAEAP advisory council. State Pesticide Notification and Organic Farm Registries

LANSING - The Michigan Department of Agriculture and Rural Development’s (MDARD) Pesticide and Plant Pest Management Division (PPPMD) annually publishes two registries intended to protect Michigan citizens -- the Pesticide Notification Registry and the Certified Organic Farm Registry.

The Pesticide Notification Registry allows persons with a physician-diagnosed condition to be notified by commercial pesticide application firms before applications are made on turf or ornamental plants on properties adjacent to their primary residence. To be added to the Pesticide Notification Registry, an applicant must submit the Pesticide Application Notification Registry application, Physician’s Certification form indicating the applicant’s condition and any additional distance requirements for notification, and Additional Properties Listing form showing adjacent and other properties within the distance of notification.

MDARD is currently accepting Pesticide Notification Registry applications and supporting documents for 2012. Applicants may obtain Pesticide Notification Registry forms from MDARD at www.michigan.gov/mdard (Licensing, Certification, and Registration – Pesticide Notification Registry); MDARD’s Pesticide and Plant Pest Management Division, P.O. Box 30017, Lansing, Michigan 48909; or by calling (517) 241-1169. Registry forms must be submitted by February 1, 2012. The Pesticide Notification Registry is published annually on March 15.

The Certified Organic Farm Registry allows organic farmers to list their farm locations so that commercial pesticide application firms can take precautions to prevent pesticide drift onto these sensitive sites. “MDARD will be using a new system to publish the Certified Organic Farm Registry,” said Gina Alessandri, PPPMD Division Director. “Beginning in 2012 organic farmers must register their information on the Driftwatch website at www.driftwatch.org.”

Driftwatch is an online registry that helps pesticide applicators and specialty crop growers communicate more effectively to protect sensitive areas. Only those certified organic farms that register via Driftwatch by March 1, 2012 will be included in MDARD’s notification to commercial pesticide applicators licensed in agricultural, right-of-way, or aerial pest management. The online registry will replace less-descriptive versions of the registry used in the past, and will show all certified organic farm locations in Michigan.

Specialty Crop Grants to Boost Michigan's Growing Food and Agriculture Industry

21 projects to receive more than $1 million in federally-funded grants

LANSING, Mich. – Today, Michigan Department of Agriculture and Rural Development (MDARD) Director Keith Creagh announced Michigan will receive more than $1.3 million in federal dollars to create, enhance, or expand agriculture development ventures across the state.

"Michigan’s diverse food and agriculture sector continues to play a critical role in the state’s economic reinvention and these grants will fuel the development and expansion of specialty crop production and processing activities in our state," said Creagh. "The response for these competitive grants illustrates the industry’s commitment to develop innovative processing practices and strengthening Michigan’s impact in the global marketplace."

The grants are used to enhance the competitiveness of Michigan specialty crops through processors, agri-businesses, producers, local units of government, and legislatively authorized commodity boards in Michigan; including, but not limited to: research, promotion, marketing, nutrition, trade enhancement, food safety, food security, plant health programs, education, increased knowledge and consumption, increased innovation, improved efficiency and reduced costs of distribution systems, environmental concerns and conservation, product development, good agricultural practices, good handling practices, and good manufacturing practices.

The department received 46 proposals totaling $2.3 million with 21 proposals recommended to receive $1.1 million in grant funding. Grant applications were evaluated, scored, and ranked by a Joint Evaluation Committee composed of MDARD and industry representatives not directly involved in any grant proposals.

Proposals due no later than October 28, 2011

LANSING – The Michigan Department of Agriculture & Rural Development (MDARD) is seeking grant proposals for food safety education and training as part of the Food Safety Education Fund grant program. Grant proposals must be received by MDARD no later than 5 p.m. on Friday, October 28, 2011.

The Food Safety Education Fund was established under the Michigan Food Law of 2000, Sec. 4117, and is funded through assessments of $3.00 to $5.00 from each Michigan food establishment license. Currently, there is $150,000 in the fund for the food safety education and training grants.

Grants from the Food Safety Education Fund are competitive and designed to provide training and education to consumers on food safety; and training and education to food service establishment employees and agents of the director who enforce Michigan’s food regulations. Entities eligible to receive grants include Michigan governmental and non-profit organizations and entities.

Proposals will be evaluated and scored based on the following criteria:

Provides consumer food safety education or provides food safety training and education to food service establishment employees or regulators who enforce the food law
Meets a broad statewide need
Improves food safety or food safety education
Measurable outcomes
Opportunities to build upon previously funded projects
Opportunities to work with key partners directly involved in the grant project
Opportunities to leverage funds or match funds
Proposals with sub-grantees will be considered

The applications will be evaluated, scored, and ranked by a Joint Evaluation Committee (JEC) in November 2011 to recommend which projects will be funded. The JEC will be composed of MDARD and industry representatives whom were not directly involved in any grant proposals. Grants will be awarded for projects that run from January 1, 2012 to December 31, 2012. Certified in Environmental Stewardship Program

ANN ARBOR, Mich. – Michigan Department of Agriculture and Rural Development (MDARD) Deputy Director Gordon Wenk today recognized Radrick Farms Golf Course at the University of Michigan for its efforts to ensure environmental stewardship and enhance wildlife habitat. The golf course recently achieved certification in the Michigan Turfgrass Environmental Stewardship Program (MTESP), a nationally recognized program to advance environmental stewardship and increase compliance of Michigan’s turfgrass industry related to environmental risks associated with wellhead protection, pesticide and fertilizer handling, application and record keeping, septic system management, fuel storage, irrigation and water use management areas, and emergency response.

"Radrick Farms Golf Course has gone above and beyond environmental compliance requirements to prevent pollution, protect water resources and conserve energy that collectively benefits the environment. By reducing maintained areas on the course, implementing best management practices, and conducting energy audits, they are saving money, protecting natural resources, and reducing their carbon footprint,” said Wenk. “MDARD is proud to be associated with this unique partnership among state agencies, Michigan State University, and industry stakeholders that provide a solid foundation for success as additional properties work to attain certification."

To date, 230 properties statewide have begun to voluntarily participate in the MTESP and only 82 have met the criteria for certification. MTESP certification requires regulatory compliance and implementation of practices that prevent pollution, reduce energy and waste, and protect water resources.

“Working with MTESP for more than 10 years has been very beneficial for our operation,” said General Manager Corbin Todd. “Dan Mausolf, the golf course superintendent, and the entire staff has really embraced the idea of having a positive impact on the environment and their efforts show. Through our work with MTESP, we’ve also seen a boon with our wildlife population. We now have wild turkeys on the property and it is not uncommon for golfers to see deer, turtles, and an occasional fox or owl.”

As part of the MTESP certification requirements, an environmental action plan is established during a site visit conducted by program staff and the turfgrass manager or grounds superintendent. The action plan is used as a management tool to prevent potential threats from negatively affecting natural resources with a special focus placed upon the protection of groundwater, which is often the source for irrigation and drinking water.

The Michigan Turfgrass Environmental Stewardship Program is intended to organize efforts of the turfgrass industry, state agencies, Michigan State University (MSU), and environmental advocacy groups to advance the environmental stewardship of the turfgrass industry and to recognize environmental achievements. The program was developed at MSU with support from the Michigan Turfgrass Foundation, Golf Association of Michigan, and Michigan Departments of Environmental Quality and Agriculture and Rural Development.

Agriculturally Speaking… Michigan’s Food and Agricultural Products are Making a Mark Overseas

There are countless reasons why Michigan’s food and agriculture companies should consider exporting their products – one of which is 95 percent of the world's consumers live outside of the United States. So, if a company is only selling in the domestic market it’s only reaching just a small share of their potential customer base. Current projections are that we will have 9 billion people worldwide to feed by 2050, and because of our production capacity, Michigan can certainly play a role in meeting those needs. To remain competitive and expand their business operations, I would encourage our food and ag business to take a look at their export potential.

Through exporting, companies can reduce dependence on existing domestic markets and offset slow sales due to economic changes, consumer demands, and seasonal fluctuations.

Michigan exports almost one-third of the crops grown here, with the top five agricultural exports being soybeans, feed grains, vegetables, fruits, and dairy products. Over 60 percent of all Michigan’s agricultural exports went to Canada, our number one export market. Rounding out the top five countries eager for Michigan-grown products were Mexico, Japan, Korea, and China.

The Michigan Department of Agriculture and Rural Development’s (MDARD) International Marketing Program helps expand agriculture’s economic impact in Michigan with exports generating $1.75 billion in 2010. According to USDA’s Economic Research Service, there were 14,700 agricultural export-related jobs in Michigan in 2010. Forecasters are already speculating that exports will grow to over $2 billion in 2012 – a good first step as we aim to double our agricultural exports in five years. These figures are proof positive that agricultural exports are helping grow the state’s second largest economic sector and giving Michigan a stronger foothold in the global marketplace.

MDARD assists Michigan producers and processors interested in trade opportunities such as entering a foreign market for the first time or expanding their existing markets. MDARD staff organizes and implements activities including export seminars, buyers missions, trade missions, and Michigan Pavilions at selected domestic and international trade shows to showcase Michigan-based companies in the global economy.

Additional assistance is provided through consulting services to food and agriculture firms for market research, trade leads, advice on export pricing, order processing, determining required documentation, international market development policy issues, and identifying and overcoming barriers to market access.

The International Marketing Program also helps Michigan companies tap a variety of federal export assistance programs, including the Branded Program through the Food Export Association of the Midwest USA. This program provides 50 percent reimbursement for marketing and promotional expenses incurred by to expand international sales.

Dry Bean Stocks Report

Commercial elevators in Michigan held 1,095,000 hundredweight (cwt.) of dry beans in storage as of August 31, 2011, according to the Michigan Department of Agriculture & Rural Development. The quantity on hand included 497,000 cwt. of navy beans; 518,000 cwt. of black beans; 57,000 cwt. of small red beans; and 23,000 cwt. of all other classes. Stocks account for all beans in commercial off-farm storage and include a small portion of non-Michigan grown products. An estimate of the quantity of dry beans held on farms is not included in this report.

This is the eighth issue in a series of Dry Bean Stocks reports sent at the request of the Michigan Bean Commission and the Michigan Bean Shippers Association. Beginning in August of 2006, the Michigan Department of Agriculture & Rural Development’s Producer Security Services Section assumed the responsibility for issuing these annual reports, so data for intervening years is not available. August 31 and January 31 will be the reference dates for tabulation and publishing henceforth.

Dry bean stocks are not included in the USDA Agricultural Statistics Board system of grain stocks reports. Governor heading to Japan, China and Korea

to build business friendships for Michigan

LANSING, Mich. – Gov. Rick Snyder will lead a delegation of state, university and local officials and economic developers on a three-country trade mission to Asia that leaves Michigan on Saturday, Sept. 24 and returns Saturday, Oct. 1.

“There are great opportunities through broadened trade with these fast-growing economies for Michigan businesses and entrepreneurs,” Snyder said. “We will be delivering the message that Michigan is more business-friendly than ever and that the quality of life we enjoy here is unmatched. Job providers interested in investing or expanding need to know that Michigan is the place to be. We look forward to establishing productive relationships that complement our nonstop work to energize and reinvent Michigan.”

After arriving in Tokyo on Sunday, Snyder will be a keynote speaker at the annual meeting of the Japan Midwest U.S. Association on Monday morning. He will also meet with the governors of two prefectures and participate in a host of private business meetings with senior executives of leading Japanese companies. Joining him in these discussions will be Michael Finney, president and CEO of the Michigan Economic Development Corp., and Keith Creagh, director of the Michigan Department of Agriculture and Rural Development.

In addition to the state delegation, local economic development agencies, counties and communities will participate in some or all of the travel, including Automation Alley, Battle Creek Unlimited, the Detroit Regional Chamber of Commerce, Midland Tomorrow, Oakland County, Wayne County, Saginaw Future, along with university participation by Michigan State University and Oakland University.

The delegation will fly to Beijing on Tuesday and then to Shanghai on Thursday to meet with senior government officials, executives of some of China’s largest companies and a number of Michigan companies that operate there. On Friday, the delegation visits Korea and returns to Michigan the following day.

As the delegation was preparing to leave for its trade mission, the Michigan Economic Development Corp. announced a new export incentive program for Michigan companies with fewer than 500 employees.

The MEDC is launching a state version of the U.S. Small Business Administration’s State Trade Export Pilot (STEP) program on Oct. 1. STEP provides direct reimbursements to qualified companies for export-related activities ranging from free or low-cost export training and technical counseling to participation fees for international trade missions.

Michigan is receiving $1.5 million from the program to increase its export sales as well as expand the number of companies that export and introduce current exporters to new foreign markets and buyers.

State Dept. of Agriculture & Rural Development Encourages Hunters to Have Deer Tested for Bovine TB

Hunters eligible for $200 if deer is culture positive for bovine Tuberculosis

Lansing - Today, the Michigan Department of Agriculture & Rural Development (MDARD) announced an incentives program to encourage more Michigan hunters to have their deer tested for bovine Tuberculosis (TB). Bovine TB is a contagious bacterial disease of cattle that can affect other mammals, including humans. In 1994, a unique strain of bovine TB was identified in Michigan’s free-ranging deer.

“Under this new program, if a wild free-ranging white-tailed deer harvested during the 2011 hunt is turned in for bovine TB testing, and it cultures positive, the hunter may apply for a $200 incentive,” said MDARD Director Keith Creagh. “MDARD recently announced 57 counties in Michigan’s Lower Peninsula achieved bovine TB free status; but there is still a pocket of bovine TB in deer that can be transmitted to cattle. This new incentive program is one tool in our toolbox to help refine the footprint of the disease and protect Michigan’s $9.2 billion dollar beef and dairy industries.”

“Some of the best hunting in the state is in Northeastern Lower Michigan,” said State Senator John Moolenaar (R-Midland). “Our wildlife enthusiasts can show they care about TB eradication, and at the same time, Michigan’s Department of Agriculture and Rural Development will reward them for removing disease from the landscape.”

“I encourage landowners, hunt clubs and people who hunt on public land to aid in eradicating bovine TB by hunting in Northeastern Lower Michigan. Our efforts over the past decade have helped pinpoint areas where bovine TB is more commonly found in the deer herd,” said Michigan Department of Natural Resources Director Rodney Stokes. “Most deer infected with bovine TB look and act like normal deer, so testing in the laboratory is the only way to confirm TB infection which is why it’s so important to turn heads in for testing.”

Under the Incentives Program:

Hunters must take the deer to a DNR check station. They can have the antlers removed, but the head is submitted for testing.
DNR collects the heads from all the check stations and transports them to the Wildlife Disease Laboratory at Michigan State University’s (MSU) Diagnostic Center for Population and Animal Health.
If the deer is confirmed to be TB infected, the hunter will receive routine test notification from the DNR laboratory which will include an Incentives Program contact number.
Notified hunters should contact MDARD with their confirmation code. A form will be mailed to the hunter’s address for them to fill out and mail back for payment.
Upon receipt of the completed form, hunters will be mailed $200 for each TB positive deer harvested.

First 2011 Eastern Equine Encephalitis Case in Michigan

In 2010, there were 56 confirmed horse fatalities from EEE

Lansing – The Michigan Department of Agriculture and Rural Development (MDARD) today announced the first fatality associated with Eastern Equine Encephalitis (EEE) in a Midland County horse. Lab tests conducted by the Michigan State University (MSU) Diagnostic Center for Population and Animal Health (DCPAH) confirmed the EEE diagnosis. EEE is spread by mosquitoes and causes inflammation of the horses’ brains and leads to death in up to 90 percent of the cases.

“There are vaccines available to aid in the prevention of the disease in horses. These products are safe, effective, and can be administered by the owner. Because of the risks associated with our plentiful mosquito populations, and known wild bird reservoirs of the EEE virus, all Michigan horses should be vaccinated. Unfortunately, that was not the case for this horse,” said Dr. Steve Halstead, state veterinarian. “Horses are sentinels for EEE. Reports of illness in horses usually precede illness in people by days or weeks, so the reports serve as early warning that the human population needs to take precautions against mosquitoes."

Clinical signs in horses include: depression, fever, muzzle weakness, the horse is often down and unable to get up, sweating, dehydration, seizing, grimacing, not feeding, holding the head down, stumbling, blindness, circling, and death. The Midland County horse suffered acute neurologic disease with muscle twitching, a wobbly walk, high temperature, and a dropped head and jaw.

“Last year, 56 horses were confirmed through laboratory testing to have been infected with EEE, although there may have been more since we are aware of 133 horses that died with clinical signs of the disease; however the owners did not seek lab testing,” said Halstead. “The majority of the 2010 affected Michigan horses were not vaccinated against EEE. As was the case in 2010, I encourage reporting of any signs, symptoms or deaths that appear to be related to this illness, even if the owner does not choose confirmatory testing.”

EEE is a reportable disease which also affects poultry such as chickens and emus. Veterinarians are required by law to report cases of EEE. Livestock owners are also encouraged to report cases.

“We encourage diagnostic testing because EEE can look like rabies and while rabies is not common in horses, rabies is contagious from horses to people, and has very serious consequences if not recognized in time” Halstead said.

Farmers Market at the Capitol Held on Buy Local, Select Pure Michigan Day

LANSING, Mich. – Are you ready to fall into some pure Michigan food and agriculture products? Today, more than 60 vendors from all over the state gathered on the east lawn of the Capitol in Lansing from 10 a.m. to 3 p.m. to offer consumers a sample taste of the bounty of the Michigan agriculture harvest.

In recognition of the fall harvest, the Michigan House of Representatives declared September 15, 2011 as “Buy Local, Select Pure Michigan Day” to help celebrate the diversity of the state’s agriculture industry as well as to encourage all citizens to buy fresh local food and support Michigan farmers. House Resolution 128 was sponsored by Representative Kevin Daley (R-Lum), who is also chair of the House Agriculture Committee.

“The proclamation trumpets the tremendous array of fresh, local products available to Michigan consumers and recognizes the role our farming communities plays in bringing those products to our dining tables,” said Keith Creagh, Michigan Department of Agriculture and Rural Development (MDARD) Director. “By spending just $10 at today’s market or at other markets across the state, we keep nearly $40 million circulating within our communities. By continuing to support our local businesses, we will get Michigan back to work.”

According to the United States Department of Agriculture, Michigan ranks third in the nation for the number of farmers markets with more 349 farmers markets located across the state, which is up 30 percent from 2010.

“Today’s fall Farmers Market at the Capitol gave shoppers a great opportunity to come out and support our agricultural community by buying Michigan-grown and processed goods right from farmers and food business owners,” said Elaine Brown, Michigan Food & Farming Systems (MIFFS) executive director. “By increasing access to Michigan products at farmers markets that accept Bridge Cards and Double Up Food Bucks, we can help improve public health and reduce obesity for healthier Michigan families and children.”

This market accepted Bridge Cards, Double Up Food Bucks, WIC Project FRESH and Market FRESH to ensure that all shoppers had access to fresh, local food. Of Michigan’s farmers markets, 82 are accepting Bridge Cards, increasing local food access in rural and urban areas.

Michigan is the second most diverse state in the nation in agricultural commodities with more than 200 to offer, so shoppers sampled and took home a huge variety of products in their bags and baskets, including seasonal fruits and vegetables, cut flowers and potted plants, spices and herbs, honey, maple syrup, baked goods, meat and fish, cheese, nuts, soap and much more.

This is the sixth year that a farmers market has been held on the Capitol lawn. This market was hosted by MIFFS and the Michigan Farmers Market Association (MIFMA), in partnership with MDARD. Sponsors for the event were Auto-Owners Insurance, the Food Bank Council of Michigan, the C.S. USDA Approves Bovine TB Free Status for 57 Michigan Counties

Shrinks the MAZ to four counties, helps keep cattle farmers in business

Lansing - Michigan Department of Agriculture & Rural Development (MDARD) Director Keith Creagh today announced 57 counties in the Lower Peninsula have been designated as Bovine Tuberculosis (TB) Free in an interim rule published in the Federal Register. Additionally, the United States Department of Agriculture (USDA) approved shrinking the state’s Bovine TB Modified Accredited Zone (MAZ) even further by removing Presque Isle County. Only Alcona, Alpena, Montmorency and Oscoda counties in the easternmost area of the northern Lower Peninsula remain in the MAZ.

Bovine TB is a contagious bacterial disease of cattle that can affect other mammals, including humans. In 1994, a unique strain of bovine TB was identified in Michigan’s free-ranging deer. USDA has worked with Michigan’s farmers, veterinarians, Michigan State University Extension agents, Michigan’s Departments of Natural Resources and Community Health, and MDARD on statewide disease surveillance testing, and Radio Frequency Identification (RFID) tagging of 1.2 million Michigan beef and dairy animals representing $9.17 billion in net worth.

“Congratulations to our producers. This announcement marks a turning point in the bovine TB program. Through hard work by beef and dairy farmers, effective surveillance testing, RFID, and movement certification requirements, we are able to protect and now open up new market opportunities for our combined beef and dairy industries,” said Creagh. “It has been a long haul for our 13,000 beef and dairy producers since we started addressing this issue 17 years ago.”

“This is a great accomplishment,” said Dr. John Clifford, USDA APHIS Chief Veterinary Medical Officer. “Tuberculosis is a serious disease, and the State of Michigan has worked diligently with us to contain it.”

Since disease testing began, 52 Michigan cattle farms and four privately owned cervid operations have been affected by bovine TB. Most of these TB positive farms have been in the MAZ, and were depopulated.

As USDA grants Michigan counties TB Free Status, MDARD simultaneously updates the state’s zoning rules to match the federal requirements. The Michigan bovine TB rules have special regulatory applications, as written in the on-line booklet, Split State Status and Zoning Rules, 2011, for the following zones:

MAZ - Alcona, Alpena, Montmorency, and Oscoda, counties.

MAAZ - Antrim, Charlevoix, Cheboygan, Crawford, Emmet, Otsego and Presque Isle counties.

Bovine TB Free - Upper Peninsula and all counties in Lower Michigan not included in the MAAZ or the MAZ.

“Northern Lower Michigan producers committed themselves to the Wildlife Risk Mitigation Program and their willingness to adopt innovative farm management practices – effectively preventing wildlife contact - influenced USDA’s decision to upgrade our status,” Creagh said.

Michigan’s Wildlife Risk Mitigation Program (WRMP), which began in 2009, provides expert guidance on cattle/wildlife interactions. Since the program began, both MDARD and USDA have provided financial assistance to producers so they can create plans and build barriers that keep wildlife away from their cattle and cattle feed. To date, 830 farmers have signed up to create their own plans. MDARD expects all farms in the MAAZ and MAZ that sell cattle to have risk mitigation plans by January 1, 2012.

Falling for Pure Michigan Food and Fun

LANSING, MI — It’s time to start planning a fall getaway to see the glorious free color show throughout Michigan and enjoy the autumn harvest. Apples are Michigan’s largest and most valuable crop covering 37,000 acres on nearly 1,000 family-run farms. Michigan ranks third of the 35 apple-producing states with 16 varieties to choose from that are great for eating, cooking and baking. Popular among the 16 varieties most grown in Michigan are Red Delicious, Golden Delicious, Gala, and Honey Crisp apples. Apples come in a variety of forms at most cider mills, which often sell the new crop of fruit plain for munching in hand as well as on a stick, dipped in caramel or shiny red candy. Follow the aroma to find apple pies, strudel and other treats to go with cider by the cup or jug, and indulge in a Pure Michigan tradition.

More than 100 cider mills are ready to welcome visitors across the Lower Peninsula, with most of them concentrated in the orchard-dotted countryside in the very southern part of the state. Visitors can also gather a bushel of their favorite apples along with pears, pumpkins, squash, sweet corn and more at roadside stands and U-pick farms. There are also plenty of fun activities at many of the farms including wagon and train rides, farm animals, and a selection of puzzling corn mazes. At Papa’s Pumpkin Patch in Mount Pleasant the kids can ride the Pumpkin Train and the whole family will enjoy the corn maze and Michigan’s Field of Dreams baseball field.

Plan a weekend visit to one of Michigan’s harvest festivals that run from September through October. Michigan also celebrates its 80 wineries and vineyards, apple and peach orchards, pumpkins and beer industry. Get a taste of the brews and good German food at the annual Frankenmuth Oktoberfest, September 15-18 -- the only Oktoberfest outside of Germany officially sanctioned by the city of Munich.

The Detroit Metro area is surrounded by several cider mills, including the water-powered Yates Cider Mill in Rochester Hills, which was recognized as one of the best cider mills in the U.S. by Forbes Traveler. Paint Creek Cider Mill in Rochester entices with fresh baked donuts and pies along with jellies, apples, mums and pumpkins. There’s often live music and activities for kids, too. The apple orchard and cider mill George Wiard started in 1853 has evolved into a multi-dimensional agri-celebration. Head out to Wiard’s Orchards & Country Fair in Ypsilanti for daytime family fun and “Night Terrors” seasonal scary experience. Blake Farms in Armada is a family farm that’s a favorite for family outings, with an animal farm, pony rides, a hayride and one of the first U-pick orchards in Michigan. Sample the Leelanau Peninsula wines at the annual Traverse City Harvest Stompede September 10-11 and run or walk a 7-mile/5K route through the vineyards. Don’t miss the culinary event of the year September 8-11 when the Epicurean Classic welcomes all foodies to Traverse City for dinners, tastings and classes taught by top-level chefs from across the country.

Munch your choice of more than 30 types of locally grown apples as well as apple cider, apple butter, pumpkins, squash, jam and honey at the Charlevoix Apple Festival & Craft Show October 14-16. Enjoy the sweetness of the Lansing Apple Butter Festival October 15-16 and also see pioneer craft demonstrations like quilting, lace and soap making, and hike the trails at the Fenner Nature Center.

Pumpkins are the kings of many harvest festivals including the Tuscola County Pumpkin Festival (October 5-9); the Zeeland PumpkinFest (October 6-8) and the Davison Pumpkin Festival (October 7-8).
